We developed new position-sensitive detector (PSD) based on the GaAs-photocathode with 40-48% quantum efficiency in 4000-8000A range. The application of a 16-electrode anode give possibility to reach 20-30 micron spatial resolution for an 18-mm photocathode diameter. The specially designed configuration of two microchannel plates with anti-ion coating provides high amplification (5*10e5 - 10e6). PSD is equipped with 16 charge-sensitive amplifiers and analog-to-digital converters and is connected to the registration system "Quantochron 4-48", which measures the discrete photon times of arrival with 30 ns accuracy, encodes the coordinates and sends all this information to the PC. The maximum flux detected without distortions is about 2*10e5 counts/s, the temporal resolution of the entire system is 1 microsecond, and system effective sensitivity is 35-40%.
